<div>Several members of the association attended the two day conference organised by Ottobock Australia which was held at the Southern Cross University, Gold Coast over the weekend of the 28th &amp; 29th October 2017.</div>
<div></div>
<div>This event was one of the biggest that Ottobock had organised and it was the first time to run over two days and included an official social event.</div>
<div>The two days were packed full of information, interactive exhibits, hands on workshops, demonstrations and social activities. The aim of the LIMB</div>
<div>-itless conference was to provide a broad spectrum of information and education for those with limbloss and their families, friends and carers.</div>
<div>The conference was very successful all due to the Ottobock Marketing Coordinator, Anita</div>
<div>Stapleton and her team’s hard work.  As a long term amputee I found it extremely valuable as it provided current up to date information</div>
<div>on the new Ottobock technology, the implementation of NDIS and the role of QALS.</div>
<div>In the current climate it is essential for the consumer to have a greater understanding of the</div>
<div>service providers including the company that provides the product’s i.e. Ottobock. The knowledge of the new technology, products and services available for the consumer can only be advantageous for the consumer when they commence discussing their NDIS plan with their Prosthetic or Orthotic Service Providers.  The presenters were very experienced and allowed plenty of time for questions and any queries</div>

<div>PROSTHETIC AND ORTHOTIC ADVISORY GROUP</div>
<div>Sunshine Coast University (USC)</div>
<div>On the 1st of December 2017, I attended the inaugural meeting of the Prosthetic &amp; Orthotic Advisory Group (P&amp;OAG) at the Sunshine Coast University as a consumer representative and on behalf of the Amputee Support Association Sunshine Coast.</div>
<div>The Sunshine University now offers a prosthetic and orthotic degree and is in the process of being recognised by Australian Orthotic and Prosthetic Association (AOPA). Ben Lucas, Senior Lecturer, Prosthetics &amp; Orthotics (USC) is the course coordinator and chairs the advisory group.</div>
<div>The participants include: Allied Health disciplines i.e. Occupational Health, Prosthetic Service Providers, consumer representatives and student representatives.</div>
<div>Background:</div>
<div>The P&amp;O program at USC took its first students in the beginning of 2016 in the original program format approved by the university. These students took core courses for the first three semesters and there are currently five students that will be entering their third and final year at USC. After the program leads arrival in May of 2016, a major change in the program took place and was approved by the university in late 2016. The changes shifted some of the emphasis to more clinical courses (including OT), starting P&amp;O specific courses earlier in the program, and allow more room for extended placements in the last year. The first five students are currently in a mix of the old and new program and will be focusing their last year on completing a portfolio of</div>
<div>competence to become eligible for AOPA at the end of their degree.</div>
<div>There are approximately 18 students starting their second year and of those many will progress directly to the third year, with a few students completing their studies part time. These students are being matriculated through the new program, which is in the process of seeking interim accreditation through AOPA. The application is with the Dean of the faculty and should be submitted to AOPA by the time the first meeting convenes. Approval will set USC on a path to submit for full accreditation for the graduating class of 2019 which will provide students with eligibility for AOPA membership upon graduation upon successful approval.</div>
<div>The purpose of the Advisory Group is to discuss ways to improve the program offered at USC.  The information and format were provided prior to the meeting to assist the participants in discussions related to the improving the program and changes relevant to the field that need to be addressed. To work towards a method of providing substantial feedback in improving the program in training new graduates both from a clinical and user perspective. At the end of the inaugural meeting a tour of the new USC Prosthetic and Orthotic Workshop on campus was conducted by two of the emerging 3rd year students. The Workshop was very impressive and they showcased the new space and provided some examples of how they have and intend to use the space in the development of the student’s technical, clinical, and critical reasoning skills. The new workshop is staffed by a .5 FTE technician who has experience in both Occupational Health &amp; Safety and orthotic/prosthetic clinical work.</div>

<div>Queensland Artificial Limb Service (QALS) Consumer Advisory Committee</div>
<div>QALS Consumer Advisory committee meeting was held on the 12th February 2018 which I attended as a nominated consumer representative also on behalf of the Sunshine Coast Amputee Support Association.</div>
<div>QALS Manager Debra Berg chaired the meeting and the membership included other representative/s from:</div>
<div>•</div>
<div>Consumer Support Groups and Associations;</div>
<div>•</div>
<div>Amputee Clinic Coordinators for recognised amputee clinics;</div>
<div>•</div>
<div>Prosthetic Service Providers;</div>
<div>•</div>
<div>Dept. of Veteran Affairs;</div>
<div>•</div>
<div>Medical Doctor and Health Practitioners involved in amputee rehabilitation and</div>
<div>clinics;</div>
<div>•</div>
<div>National Disability Insurance Scheme Agency.</div>

<div>The role of this Committee is to</div>
<div>act in an advisory capacity to QALS on issues related to the overall</div>
<div>effectiveness and efficiency of the service.</div>
<div>The purpose of this Committee is:</div>

<div>To assist in the review of policies and procedures</div>

<div>To advise on the quality and level of prosthetic and related services</div>

<div>To participate in quality improvement activities</div>

<div>To address issues as may be periodically submitted by QALS management</div>
<div>The meeting will be held quarterly and the next meeting is due in May 2018, unless emergency or adhoc meeting is called by the Chairperson</div>
<div>Brief overview of items of interest:</div>

<div>Debra Berg provided update on the Budgets: FY 2017/2018 &amp; 2018/2019</div>
<div>•</div>
<div>Funds have already been taken from QALS base budget and transferred to NDIS from roll out zones within this financial year. QALS is trying as best as possible to keep services going for clients in NDIS zones while they transitions.</div>
<div>•</div>
<div>PSPs are to clear outstanding orders by 31 May 2018 and invoice immediately after.</div>
<div>•</div>
<div>FY 2018/2019 will see the QALS base budget further reduced for additional NDIS roll out zones on 1 July 2018. QALS is seeking a written notice indicating the service may operate in deficit for costs associated with NDIS transition clients, otherwise QALS services may be discontinue on 1 July 2018 for under 65’s.</div>
<div>•</div>
<div>Future funding remaining for clients &gt;65 years on 1 July 2018, will be finite and limited services will apply. A business case has been submitted for a funding increase to Corporate Office in January 2018, and waiting response.</div>
<div></div>
<div>NDIS Productivity Report is completed and available. It was asked if a copy could be sent to QALS. Other supporting documentation has been finalised to assist clients with the planning process are available to members. Located on Website QALS have a process to notify their clients of NDIS. Copies of the correspondence sent by QALS to existing clients regarding the NDIS process was shared with the support groups members.</div>
<div>Support groups are to encourage their members to raise their concerns to their local government member if they are having issues with the transition to NDIS, or lack of support from QALS, as now is the time to vocalise their concerns as QALS funding constraints are already affecting amputees.</div>
<div>Amputees/PSPs are to be more aware of adding repairs for an entire year into their/the NDIS plan.  As there is long delays with appointments for a Plan revision with the NDIS.</div>
<div></div>
<div>
<div>Support groups are hearing from their members that if the money allocated in the Plan, is not spent in the designated period, then NDIS will not allow the underspent dollars to be carried over to the new plan period and they will have future funds for prosthetic services reduced.</div>
<div>Ensure that you document in your plan for repairs but instead of putting a specific dollar value, you are able to leave it blank which is then followed up with a quote when repairs are required.  Only issue with this is getting the quote approved by NDIS if it’s urgent and if there is no money available at the time the client may not be able to get their repair.</div>
<div>QALS has heard of a number upper limb amputees being rejected by NDIS as not being in need of assistive technology because they do not wear their prosthesis 24/7, or need it for mobility, unlike the lower limb amputees who usually do. All members of the Consumer Advisory Committee are to</div>
<div>share their knowledge of what the NDIS is accepting in their area. This will enable comparison of accepted services around Queensland and other states. This information can also be used as a precedent if other clients are being rejected with the same circumstances but living elsewhere.</div>
<div></div>
<div>Members Updates:</div>
<div>3.1 Limbs4Life</div>

<div>National Support:</div>
<div>•</div>
<div>La Trobe University reports that there are approximately 8000 lower limb amputations a year in Australia. More volunteers are needed to assist amputees with the transition to NDIS.</div>
<div>•</div>
<div>Issues with NDIS losing paperwork are high and amputees should be urged to photocopy all their documentation</div>
<div>.</div>
<div> PSP Representative:</div>
<div>•</div>
<div>PSPs are changing internal processes to accommodate the NDIS. There are currently 12 PSPs across QLD and each PSP will have a different level of knowledge of the NDIS.  Clients have the overall decisions of their needs with the PSPs regarding their NDIS plans as it is important the client gets the most appropriate componentry for their needs. Any complaints the client may have with the NDIS are told to their PSP and then reiterated to QALS. AOPA is currently overseeing NDIS complaints.</div>
<div>•</div>
<div>Clients have a 12 month service agreement with their PSPs. If they choose to change they need to inform NDIS with 30 days’ notice so all outstanding orders may be completed within that timeframe.</div>
<div>•</div>
<div>PSPs send out letters to their clients indicating state funding is ceasing and they will need to register with NDIS. Clients should visit their PSP before the roll out in their area, to be sure their prosthesis will last them during the transition process as it can take several months before their Plan is approved.</div>
<div></div>
<div>Projects: Osseointergration</div>
<div>•</div>
<div>Osseo report is underway</div>
<div>–</div>
<div>state services are able to fund osseo prosthetics. The actual medical/clinical procedure for Osseointergration is covered under Medicare. However</div>
<div>there may be a gap fee for some medical procedures and allied health services of approximately $35000, we are hearing from clients. Accommodation in Sydney during the rehab process for patient and carer is also required. Clients are expected to have a light limb produced by APC in Sydney and return to QLD for their definitive services.</div>
<div>•</div>
<div>It has been said that NDIS have stated they do not recognise Osseointergration under assistive technology. There are no known clients with NDIS who are osseo.</div>
<div>•</div>
<div>QUT and QALS are working together to create an Osseointegration survey to understand the needs and issues facing osseo clients. QALS already has a survey; however it is not relevant to Osseointergration. The survey will be designed to be able to produce measureable results which can be recognised internationally. All results will be brought to the attention of the Consumer Advisory Committee.</div>
<div></div>
<div>NDIS rollouts across Queensland</div>
<div>–</div>
<div>Local Area Coordinators</div>
<div>(LAC) and their involvement with the planning process</div>
<div></div>
<div>NDIS LACs are very consumer focus and not taking clinical/ALS advice regarding clients’ plans. It has been made very clear that external advice is not sought after.</div>
<div>There has been an increase in amputee employment with the NDIS as LACs in SA, NSW, VIC and TAS. Townsville NDIS has an amputee LAC.</div>
<div></div>
<div>LAC staff are not educated in Assistive Technology, specifically amputation/needs of prosthetic users. The fact that many amputees under 65 yrs work fully time and not a disability pension or use any disability services confuses LACs. QALS have offered to be an advisory support service for LACs listed with NDIS on many occasions however they have refused each time.</div>
<div></div>
<div>Prosthetists are the only allied health professionals recognised as the assessor (prescriber) &amp; provider (supplier) under NDIS. Clients are to choose their PSP and do not require a second quote from a different PSP. This is another confusing issue seen with LACs.</div>
<div></div>
<div>What QALS provides to existing clients to assist with their NDIS transition:</div>
<div></div>
<div>QALS sends out 3 letters informing clients about the NDIS. The 1st letter is a transition letter which has up to 5 flyers with NDIS information as well as a history of services and a statement of componentry for each client. The 2nd letter is a reminder letter which has a ‘How to make your NDIS plan’ booklet attached. The 3rd and final letter is a cease letter which features a single NDIS flyer with generic information. These letters are sent to be sure each of our clients have the most amount of information we can give them and have plenty of notice to prepare for transitioning. NDIS do not follow up with clients so try to remind them as much as we can to transition.</div>
<div></div>
<div>After all the letters are sent we call each individual client a month or so after the cease letter is sent to ask if they have transitioned to the NDIS and to assist them with any issues they may be having regarding NDIS.</div>
<div></div>
<div>Interim to definitive clients and transfer from interstate clients are the clients most benefitted by the letters and calls as the original list sent to the NDIS miss all these clients and they will have no contact from NDIS initially unlike many of our other pre-existing clients.</div>
<div></div>
<div>How hospital and amputee clinics can assist new patients with NDIS registration:</div>
<div>•</div>
<div>Hospitals and clinics have social workers to assist patients in registering with the NDIS.</div>
<div>They also have NDIS officers to assist clinical staff with education on NDIS.</div>
<div>•</div>
<div>Health services supply translators to non English speaking patients to assist them with their NDIS registration forms.</div>
<div></div>
<div>How support groups assist their members with NDIS transition process:</div>
<div></div>
<div>Support groups are offering education sessions regarding the NDIS and are there to assist as much as they can during each person’s transition. Equipment is also available to rent.</div>
<div></div>

<div>QALS entitlements:</div>
<div></div>
<div>A new flyer has been created which contains consumer entitlements as well as the local support groups. These are to be sent out with admission kits and approval letters.</div>
<div></div>
<div>NDIS Issues</div>
<div></div>
<div>6 month delay in NDIS planning even before the major BNE roll out commences.</div>
<div></div>
<div>Upper limb amputees are being declined by the NDIS due to the fact not having an arm doesn’t hinder ones mobility/ the prosthetics are not being used on a daily basis and therefore amputees can live without them. At one point NDIS has outright stated that upper amputees are ineligible for NDIS entirely. AOPA have confirmed upper amputees are eligible for NDIS as it is a permanent disability. NDIS price guide indicates an arm prosthetics is at $5000, but clients should obtain a quote from their prosthetist for their Plan.</div>
<div></div>
<div>Interim clients are having issues transitioning to NDIS if they are still obtaining hospital services.</div>
<div></div>
<div>A client must be stable before NDIS will accept them otherwise they are to stay under the state health care system.</div>
<div>•</div>
<div>NDIS is not taking any advice from any clinical staff especially for clients who will not benefit using interim componentry and require definitive componentry. NDIS require a client to have interim rehabilitation program before the client may register with NDIS for a definitive prosthesis.  NDIS will only communicate with a client or carer about their needs.</div>
<div>QALS will essentially cease to exist to anyone under 65 years of age from 1 July 2018. In the future it has been indicated that what remains of the ALS nationwide will be absorbed into Aged Care services and packages. DVA clients under 65 years have the choice to move to NDIS if they choose.</div>
<div>The next meeting is on the 14thMay 2018.</div>

<div>QALS documentation related to consumer entitlements and transition to NDIS documentation which includes all the information flyers sent to clients and an example of a client’s prosthetic componentry and statement of prosthetic services are also attached for educational purposes.</div>

<div>The Sunshine Coast NDIS does not roll out until January 2019 as we are the last area to have the NDIS implemented. Hopefully, all the issues will be ironed out by then. The Association has been offered the opportunity of educational session/s by other support groups and prosthetic service providers who have experienced the transition/implementation of the NDIS.  Therefore, we wish to obtain feedback from those members who are NDIS eligible</div>
<div>their interest in attending the education session/s.  It would be opportune to arrange the session for the middle of the year as members would need to commence the NDIS application six months prior to the rollout of NDIS at the Sunshine Coast. QALS will sent out letters to inform them of the transition also “Please inform&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230; on &#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;.
